I can't find where i should put it. I have tried putting it in the Application_start event in global.asax and in the Page_Load event in the.aspx page but both time it didn't work. I am following the following tutorial.

You put it in the global.asax file. The tutorial you referenced is actually from an earlier version of ASP.NET. This is what you should be doing. If you really can't work with the 2.0 version, you can always use the 2.5 version of the framework. But I wouldn't recommend that.
